At CCE, we understand that every county, city and even neighborhood has different concerns, ranging from zoning regulations and political issues to design guidelines and construction practice regulations.  We are well versed in planning, site design, zoning review and permitting processes, environmental and regulatory restrictions, and other issues that affect development projects.

Our team of planners and designers has extensive experience with conventional neighborhood design as well as traditional neighborhood design. We team with the client from feasibility to livability stage, to blend the client's program and market requirements with the site and governmental requirements. We design these neighborhoods as though we want to live in them ourselves. We have extensive experience with the design of active adult communities, as well.  Site planning is a process whereby the requirements of the program are provided, located and connected to each other and to the outside world.

Surveying Services

Carter W. Clark Engineering in a Joint Venture with Hardin Land Surveying, provides site surveying services.   We employ a complete range of multidisciplinary services such as Global Positioning Systems in for both the public and private sectors.

Our teams gather the vital on-site information that assists our engineers in making the design decisions that are both economic and site enhancing. We are capable in every aspect of development surveying, from boundaries and topographic surveys to creek sections for flood studies.  This process results in innovative, creative and functional plans for industrial, commercial, residential and mixed-use communities.
